Is a matron of honor supposed to be a bridesmaid that is married? I am having my fiances sister as a bridesmaid and she is married so does that make her my matron of honor, or just a bridesmaid?

If you asked her to stand up as a bridesmaid, she is a bridesmaid. Whomever you asked to be your maid of honor is completely separate. Lets say you asked one of your friends or siblings to be your maid of honor and she is married, then she would be called the matron of honor, if not married maid of honor. But it would be something you worded specifically as "will you be my maid of honor" compared to "Will you stand up in my wedding" or "will you be a bridesmaid in my wedding"
Hope it answered your question.
