Is is okay to send after wedding announcements to people who were not invited to the wedding? we have a large amount of friends we would love to invite, but with family and really close friends, we are already at 200 - yikes! - so we are slimming down and not invited others. Is it still okay to send announcements to everyone or will it "just look like we are out for presents"?

It won't look like you are asking for gifts, and they are known as wedding annoncements... meant to be sent after the wedding. It is just your way of letting everyone whom you couldn't invite know that you got married and thought they were important enough for you to think about and send an annoucement..... Think of it like having a baby, everyone wants to know so you send out annoncements and let them know it happened and a few details.
