You can easily use templates found in Microsoft Word to print both your programs and place cards.
Depending on how elaborate you want your programs to be, you have many options. If you want a simple 8 1/2 x 11 fold over, you can order program covers from many of the same places you order invitations. The covers come in many designs that can match your invitations and theme. If you don't find any you like you can use nice paper stock in your wedding colors. For something a little more elaborate, you can get pressed board covers from Paper Direct. They also have themes paper, tassles and seals.
For the place cards, you can get good card stock and fold it over tend style. the cards can be decorated with stamps, seals or ribbon to match your theme or colors. Another idea is to get Avery plain white business cards. If you use these, you will need a card holder at each place setting. Or they could be attached as tags to a small bag of candy and placed at each place setting.
For other ideas for both programs, place cards & other decorations visit Impressions at ther fairytale web site.

You should be able to make your own programs through microsoft word depending on which word program you have. If you do not find a template that you like you can always go to the website for word and see if they have one that you can download. Then you can add your colors and some clip art to make the programs what you want them to be.
Placecards can be done with either ivory or white business cards. If you use some ribbon you can tie them to something so that the person knows where you would like them to sit. Something about the placecards that bothers me is the fact that you might sit someone next to someone they don't get along with and so the people will move around. Therefore, what I think I will do is create a list of people at the certain tables and then they can sit at that table in any order they choose.
