The maid of honor does typically throw the bridal shower. They aren't required to buy a gift for the couple, as no one is - but if its something they can do and want to do, they should.

It is the maid of honor's responsibility to throw the shower, as it is for the rest of your bridal party to participate in. Gifts then are not to be expected.
